In seinen schriftlichen Wahlkampfaussagen führt er dazu aus:
"Investing in the Right Technologies. John Kerry will focus defense investment in those capabilities vital to waging war successfully in the 21 st Century. These include: ... precision weapons, including directed energy weapons that can produce lethal and non-lethal effects."

In einer Rede wählte er diese Formulierung:
"I will also accelerate the development of non-lethal technologies, like directed energy weapons, that can incapacitate the enemy, without risking the lives of innocent bystanders. The need for this technology is driven by pure military strategy. With more of the world’s populations living in cities, it’s more critical than ever that our military be able to carry out their missions with the least harm to civilians."

Daraus kann man u.a. entnehmen, dass Kerry diese Waffen kennt - im Unterschied zu deutschen Politikern, die BürgerInnen, die von diesen Waffen sprechen oder schreiben für geistig verwirrt halten.
Und dass Kerry nicht leugnet, dass solche Waffen auch gegen Personen und nicht nur Elektronik eingesetzt werden können, wie es hierzulande immer noch von manchen behauptet wird.</HTML>
